Where do you come from? If you come from East Europe, you certainly may purchase tools from Estonia...
Where do you want to get the tools? Why don´t you try EBAY, AMAZON etc.?

some more info on what you are looking for exactly (and for what purpose) would be helpful.
Meanwhile this: you can geht equipment for analyzing soil and water samples at Elementar >> http://www.elementar.de/. They do seem to be catering more to professional labs rather than work-from-home scientists, however. So not sure if that helps.
